Francis's diplomatic philosophy was closely connected to his understanding of human dignity. In his 2013 reflection on papal diplomacy, he identified inequality, the arms race, underdevelopment, violations of fundamental rights and discrimination as barriers that could weaken relationships among peoples.  This meant that peace could not be separated from broader social conditions.
A society affected by extreme poverty, discrimination or political exclusion could remain vulnerable to instability and violence. V. The Holy See and the Middle East VI. Cuba and the Use of Vatican Diplomacy Consequently, Francis's diplomatic vision included issues that might traditionally be considered economic or social rather than strictly diplomatic.
Migration, poverty, human rights, religious freedom, development and environmental concerns were all connected in his understanding of the conditions necessary for peace
